First you find a JPEG on Google, then you save it into your documents. After saving go to Adobe Flash and go to File then go to Import then click import to stage. You may have to rezise the picture. To resize click on the Free transform tool, hold shift and drag the corners until you are satisfyed.
If you want to draw a person onto the background you need to insert another layer in order for it to appear ontop of the background.
I used a beach background, then i inserted another layer where i drew a man who was waving. To make him wave i erased and redrew his forearm in different spots in each keyframe to make it look like he was waving. In order to do that i needed to insert another keyframe in both layers (the background and the man layer). Hope this helps you guys.
